The Government Electronic Transactions Program (Yesser), at the Ministry of Communications and Information Technology, uses research results in an effort to improve government electronic transaction practices in the Kingdom of Saudi Arabia. The (Yesser) program relies on internal and external indicators such as electronic transformation assessment rounds, and the United Nations E-Government Readiness Index and Survey (UNDESA), to identify possible areas for improvement.
The Kingdom achieved significant leaps in the E-Government Development Index (EGDI), moving from position 105 in 2003 to position 36 in 2014. However, for the first time since 2003, the Kingdom declined eight (8) positions in 2016, and another eight (8) positions in 2018, leading to the Kingdom's ranking dropping to position 52 in the United Nations E-Government Readiness Index and Survey (UNDESA), which prompted the need for this project.
Kaizen Consulting Company was commissioned to lead research efforts, conduct literature reviews, and provide research results that will help the Ministry of Communications and Information Technology position itself among the leading countries in the United Nations E-Government Readiness Index and Survey (UNDESA).
