Project Components

A comprehensive national study was conducted on wage levels using quantitative and qualitative tools across all 13 regions of the Kingdom. The project included building a wage analysis model based on the Social Accounting Matrix, conducting scenario analysis, developing policies and initiatives to enhance employment sustainability, and preparing a comprehensive report to support decision-making and improve labour market competitiveness.

A. The Challenge

The challenge lay in the limited availability of precise analytical data on wage levels in the private sector and their impact on the retention of employees supported after the end of the subsidy period, alongside the need to understand geographic and economic differences and align wage policies with Saudization goals and labour market sustainability.

B. Our Solution

We delivered an integrated analytical model combining field research and economic modelling. This included developing a wage model, conducting scenario analysis, and producing evidence-based recommendations and policies that enable the Human Resources Development Fund to make strategic decisions that enhance employment sustainability.

C. Key Achievements

Developed an advanced national wage analysis model; provided a comprehensive database covering all regions of the Kingdom; prepared accurate scenarios to assess policy impacts; delivered practical, actionable recommendations; supported the improvement of wage policies; and enhanced employment sustainability and the competitiveness of the Saudi labour market.
