The Kingdom of Saudi Arabia has announced a significant global achievement, securing second place worldwide in the Digital Government Maturity Index (GTMI) issued by the World Bank Group for 2025, among 197 countries. This milestone reflects the Kingdom’s accelerated strategic transformation in digital government and its strong commitment to advancing government services while enhancing efficiency, quality, and global competitiveness.
Saudi Arabia achieved outstanding results across the index’s key pillars, recording near-complete scores in core government systems availability, digital government service delivery, effective citizen engagement, and digital transformation enablers. These results underscore the maturity, integration, and sustainability of the Kingdom’s digital government ecosystem.
The index also highlights Saudi Arabia’s remarkable upward trajectory, advancing from 49th place in 2020, to 3rd place in 2022, and reaching 2nd place globally in 2025—a clear testament to the success of national digital transformation strategies and their alignment with the objectives of Saudi Vision 2030.
