Kaizen Consulting, in collaboration with #Adaa_Center, organized a collaborative workshop with public sector entities on the “Beneficiary Experience Measurement Methodology,” aiming to enhance measurement practices, improve service quality, and strengthen integration with government entities to advance beneficiary experience measurement practices.

This workshop was held as part of the “Updating Beneficiary Experience Measurement Methodologies in Public Sector Entities” project for the National Center for Performance Measurement of Public Agencies (Adaa). The project aims to develop advanced national methodologies for measuring and analyzing beneficiary experience, as well as building unified frameworks and guidelines that support improving government service quality and enhancing data-driven decision-making based on accurate indicators.

The project includes several developmental phases, such as assessing and analyzing the current state, conducting benchmarking studies against leading international practices, updating measurement methodologies, and developing mechanisms for calculating overall satisfaction indicators. It also covers the development of service quality measurement guides, along with designing a strategic roadmap and communication mechanisms to ensure sustainable implementation and stronger integration among government entities.

Kaizen has launched its comprehensive annual program for capacity building and professional development, reflecting the company’s strong commitment to investing in its human capital and equipping its teams to meet the highest standards of consulting excellence.

The program was inaugurated by the company’s CEO, Dr. Saad Al-Khalaf, who emphasized his firm belief in the central role of people in achieving institutional success, stating:

“Our consultants and employees are the company’s true capital and most valuable asset. Through them, we achieve the successes and distinguished accomplishments that contribute to serving this great nation and its institutions.”

The program consists of three integrated core tracks. It begins with the Institutional Culture Track, which aims to strengthen the company’s values system and reinforce institutional identity among employees. This is followed by the Specialized Leadership Development Track, designed to enhance the capabilities of teams and empower them to perform their consulting and administrative responsibilities with high efficiency and advanced professionalism. The third track focuses on Specialized Professional Certifications, enabling each employee to obtain accredited professional qualifications aligned with their consulting field.

This initiative embodies Kaizen’s strategic direction toward building a sustainable learning environment that empowers its teams to continuously deliver meaningful value to clients and partners, based on the firm belief that investing in people is the most effective path toward enhancing performance and long-term impact.

Professor Alangari explained that this achievement reflects a deep strategic transformation, marking the Kingdom’s shift from AI adoption to AI leadership, supported by a long-term national vision. He also noted that the Saudi experience stands out for building an integrated ecosystem that combines effective leadership, cross-sector collaboration, and alignment of AI with national priorities.

The Kingdom of Saudi Arabia has achieved a new global milestone by ranking first worldwide in the 2025 Digital Readiness Index, issued by the International Telecommunication Union (ITU). This achievement reaffirms the Kingdom’s accelerating leadership in digital transformation and its commitment to building a thriving digital economy.

This advancement comes after Saudi Arabia scored 94 out of 100 in 2025, compared to 90 in 2024, marking a significant improvement of four points. The Kingdom also advanced three positions to secure the top global ranking among 117 countries assessed across nine key pillars.

This accomplishment reflects the Kingdom’s integrated efforts, led by the Ministry of Communications and Information Technology, the Communications, Space and Technology Commission, and the Digital Government Authority, alongside various government entities. These efforts aim to strengthen the digital ecosystem and build an advanced, innovation-driven, and well-integrated institutional framework.

In this context, Dr. Abdulmajid Al-Qahtani – Digital Transformation Sector, stated during an interview on Jeddah FM Radio that this achievement demonstrates the strong alignment between the national digital strategy and effective execution across government entities. He emphasized:

“Saudi Arabia’s achievement of ranking first globally in the Digital Readiness Index is the result of integrated institutional efforts, continuous investment in digital infrastructure, national capabilities, and data governance. This milestone is not the end of the journey, but the beginning of a new phase of global digital excellence.”

He added that the Kingdom will continue strengthening its leadership position by adopting emerging technologies, enhancing regulatory frameworks, and empowering national talent—contributing to the development of a sustainable and globally competitive digital economy.
